The total obligation amount of fiscal 2006 based on the Special Measures Law Concerning the Use of New Energy by Electric Utilities was "4,442,611,000kWh".
 
The electricity retailers are 39 power companies, and all of them fulfilled the obligation established by the Special Measures Law Concerning the Use of New Energy by Electric Utilities in fiscal 2006.
18 companies utilized the banking system among the 39 companies in the next fiscal year.
In addition, the total amount of banking to the next fiscal year was "5,662,818,000kWh".
(5,370,753,000kWh: for 18 electricity retailers / 292,065,000kWh: for 16 electricity generators)

This is to carry over the amount of duty excess to obligation fulfillment of the following fiscal year when the new energy electricity was supplied more than the amount of fiscal year duty.
 
※borrowing
This is to carry over part of the obligation amount in a fiscal year(less than 20% of the obligation amount) to the next fiscal year.
These are the systems that are authorized as justifiable under the Special Measures Law Concerning the Use of New Energy by Electric Utilities for smooth obligation fulfillment.
